The accelerator is not coming fully off when I release the pedal leaving me with a racing engine on gear change (as the clutch goes down) and she's pulling against me when braking.

I've looked at the carb and the 'crescent' is stopping about 2mm shy of where it should go, A slight push closes it.

Is it a case of cleaning up the area?
 
It'd be worth checking this - if there's a split/breakage, it can cause the symptoms you describe.
- Return spring to inner wing?
- Is the accelerator cable too tight?

The spring attached to the car seems okay, I don't know how much work that is supposed to do as the carb has its own spring?
 
I think you have some play in your accelerator axel on your carburator. Now your butterfly inside is sticking to the housing because the axle is pulled out of alignment by the spring.

This is wear on your carburator wich is hard to fix I am afraid.

When you push it by hand for the last 2mm maybe you can feel the axle shift a little. This confirms the play on it.
 
You could try a dose of spray carb cleaner. Very simple to use, and it helped with my carb in France. Just take the air filter cover off, and spray into the throat, while the engine is running, preferably with your other finger on the accelerator cable to ensure it stays running and the spray goes right through the carb.
