brake drum problem

Is it a good idea to put a little copper grease onto the hub where it makes contact with the drum on the inner rim?

If I use just hand pressure to push the drum on, I can't seem to get it off very easily. The new shoes haven't been adjusted yet; they're not even touching the drum.

Also when I spin the wheel the drum catches, then free, then catches, then free. do I need to get the drums skimmed? I get the impression that they're not perfectly round
 
Just the tiniest smear is okay - any more and it get thrown to the surface of the drum and contaminate the shoes. Of course, this is riskier at really high speeds ;)

It would do no harm to get the drums checked for ovality, but check the cost of having them skimmed with the price of new ones, There may be not much in it!
 
Also is there a step on the edge of the drum where the shoes haven't touched it? Try grinding that off, a Dremel is ideal, that might be rubbing the shoes if they are a fraction wider than the previous ones, plus by doing this the drum will come off easily after the brakes are adjusted.
