Cylinder head identification

I was given an engine a while ago said to be a later R4 Cleon 1108 cc. After removing the cylinder head, I started to check it over. I noticed that just below each pair of inlet ports, there were M4 threaded drillings. When I injected some water into one drilling, it flowed out of the water pump location. The other side was blocked. When I put a 28mm inlet manifold on the studs, the holes were just visible below it.

Can anyone tell me what these holes were for please, assuming of course, it is indeed a R4 head? I have attached a couple of photos.

no idea I've been exclusive on old Renault for 40 years and can't think of any reason for mysterious holes
maybe they were for location dowel pins for a custom performance manifold to make sure alignment correct
I would screw in with loctite and cut flush
more pics of head from all sides and maybe Google any casting part numbers

several renault heads look very similar across range but cast differently for water pump at different ends
 
Thanks Paul. It may well be that they were for locating purposes and that the drill through to the water channel was an error....particularly since one seems blocked!
