Gear Lever Bias /spring

Hi,
1987 GTL
Small problem, wondered how my Gearbox lever / arm is supposed to be biased to centre ie. at 3 & 4th gear whe at rest. My gear lever lays at 1 & 2nd when at rest.
I assume it is like other cars but being new to this car thought someone may help, also on the gear shaft running ove r the engine there is a rubber ring seem to do nothing?
Ready for MOT this week I hope fingers crossed.

There should be a spring from the selector shaft rising from the gear box to the left hand inner guard.
This swings the gear knob over to the 3-4 path.
