On the "new" model from 1984 on you'll have to take the steering wheel off before you can take the cover off the instrument panel. ( Trust me, I've tried it without taking the steering wheel off. )
Step 1: Take the steering wheel off.
Step 2: Take off the 2-piece cover with the signaling and wiperswitches in them.
Step 3: Take off the plastic cover covering the instrumen panel.
You can now take off the instrument panel to replace lightbulbs.
Alternatively you could try reaching in from below after removing the lower cover. Downside of this is you need really small hands with long fingers, but at least you don't have to remove any other covers or the steering wheel.
