Is this the way the rear left hand side torsion cam lobe should sit when all is set and ready to remove the bar?

You have to turn the cam to "zero" (lowest point), then tighten the special tool until you see a gap between cam and lever. Note that for the left wheel torsion bar the cam and lever is located at the right hand chassis memeber, and vice versa.

My uncertainty is the way the cam and locking tab should be on the left hand side as shown in the pic. Should they be as shown in the picture once the special tool locked at 28cm has been removed from the right hand side?
PLease note that i am reassembling the rear axle as it was overhauled

The cam should be at its lowest setting and just touching the lever when the special tool is set at 280mm. If not, try different positions of the torsion bar and its lever until you achieve it. If you fit it ath the position shown on the picture, you may not have enough cam travel for adjustment later.
