Oil Leak

I have just purchased my first Renault 4 to here in Spain 1983 model, and I have a couple of technical questions. Firstly I have an oil leak that appears to be coming from a pulley that is positioned above and slightly inside the inspection hole in the bell housing. What is this pulley,?
Second question is about the repeater bulb on the dashboard for the indicators is really dim compared to the other warning lights. I have cleaned contacts and changed the bulb but it is still dim.Any ideas?

That should be the camshaft pulley... maybe there is an oil seal behind, which kind of engine do you have?

1108 cc of 1983 vintage, I suspected it was the camshaft, thanks for the information.
