Could some one measure the ride height on a 78 van , from the center of the wheel to the wheel arch on the front & rear

This is not the correct way of measuring ride heights on a Renault 4.
For the front wheels measure the distance from the front wheels to the ground, and from theis figure subtract the distance from the chassis rail to the ground. Difference should be 51mm, if your measurement is greater the vehicle sits lower than normal, if smaller it sits higher.
The same goes for the rear wheels, but you subtract the wheel center-to-ground value from the chassis rail-to-ground one as the chassis is higher than the wheel center. This should be 150mm.
Measurements on the chassis should be taken at the wheel centerline.
 
That sounds like alot of work for the same result, if some one could just measure it for me.

The wings on a Renault 4 are not a fixed point, and cannot be used as a measurement point. As they (and the body) are bolted on the chassis, they can be several millimeters (or even centimetres) off between two cars, or worse, two sides of the same car and you may end up trying to correct what is OK in the first place. Furthermore the official method takes into account different tyre sizes and pressures.
Believe it or not it's the quickest way of measuring the ride height accurately
