Slovenian built R4 TL

Is there much difference between a Slovenian built R4 TL and a French built one?

Not much, no. Differences are like the supplier of glass, alternator, etc. I've only seen the metallic blue (like ours) on Slovenian-built cars, and similarly 'hard' headrests seem not to have been available in the French ones.

How can one tell where the car was built? Mine is the same metallic blue with some Yugoslavian parts.
