Split radiator fluid all over engine

hi just taken the car out and this happened any ideas please ,had the head skimmed so thought it
Might not be this?

From where does the fluid come out? If it cokes from the expansion tank cap is a clar sign of overpressure... if it is not the head, could be a failure at the gasket of the base of cylinders...

Or simply cooling fan not working
With ignition on if you pull wires off switch at bottom of radiator battery side of car and join together fan should cut in if not more investigation needed
Liner seal problems will not cause system to preesurize only to allow water into sump
