Throttle / Choke sticking open

I have just started the R4 after a month of sitting and the Throttle or Choke seems to be sticking open. The cable movement of both seems OK so I guess it is something in the carb? Any ideas where to start looking?
 
there should be a coil-spring mounted on the carbhousing to assist pulling it back.If you have some other pulling the choke-lever
from with-in you will easily see how it operates and moves and you be able to mount a spring for the return
(Same goes for acc.cable where the return-spring easily can jump off at one end)

The throttle cable had slipped off the bottom of the butterfly spindle and was holding the throttle slightly open. All fixed and ready for the road.
