Thanks for postingnthis beauty. Do you think Renault might be thinking of reintroducing the 4 again? This could be just testing public reaction. I hope they decide to to it and I'll be the first to purchase a new one.

I think its more likely that they are just showing that one off. The place on the Champs Elysee has always had a lot of old stuff in it and Renault are pretty keen on their heritage fortunately.

reason and can it be fitted to a standard GTL?

This "yankee bar" was a mandatory equipment for vehicles sold in the USA (also in Canada), perhaps their road legislation demanded bulkier bumpers or something. Renault's Plein Air must had originally been exported to Canada.
It should also have larger front headlamps and all red rear lights, among others, but these must have been replaced with standard items during the restoration.
Why did they keep the "yankee bar" is a mystery...

It can be fitted on a GTL, provided a) that you can find it (impossible, I think) and b) that you also find the complete fitting kit (ihe little support arms visible on the photo, the hinging mechanism etc).
 
Probably just a fashionable add on. In the sixties and seventies, there were lots of after market bits for trendy cars, especially Minis, aiming to give some protection (allegedly) from car parking bumps. People like Wood and Picket had things like this in their range, including a full width rear bar with raised hoops to protect the rear light lenses.

Plein Air Sinpar no 509

The Plein Air in the Renault Champs Elysees showroom is Sinpar no. 509. It is unrestored and in mint condition and originally a 240 (North America) series, but converted to French specs (100 series) when registered in France. The chrome bar was an original option and you can find it in the early parts manuals. It was indeed mandatory for NA, as were the 'love handles' on the front fenders.
My own car (sinpar no 434) is a 240 series from Canada too but still has the sealed beam headlights and appertaining grill which is in deviation of EU requirements. For all plein air info and the official plein air register, see www.renault4pleinair.com
