What is the purpose of this valve like thing coming out of the bulkhead? Connected to this knob next to column.

Jonathan is correct its to bleed the air out of the heater which is the highest point of the cooling system.

Thanks. So how does it work? My heater stays hot on both hot and cold settings. Could be air stopping circulation. What does the internal knob do?
 
Does water goes out on that valve in engine room if you unscrew it?
If yes, than everything is alright with cooling system of your car.
If no, than you have air in cooling system and you need to fill up cooling liquid before your engine start to boil.

I would say that your valve for regulating heating inside the car has been stuck on hot, and nob is turning around without actually turning valve.

To be absolutely sure remove nob from valve. You will need flat screwdriver, and the use pliers and try to turn valve from up side to down side.
If it goes hard or impossible that you have found your problem.

Thanks. Sorted.The knob is pulled out to let air in however the valve seems to be jammed solid on hot setting. I removed the two screws that seem to hold the cover on but something is holding it on at the top. Will it be a case of soaking the valve in plus gas or will it need replacing. Will the whole heater assembly need to be removed to access the valve? Any advice will be appreciated.
 
I am afraid that you will need to remove front panel first to get access to heater matrix and heating valve.

Here are two M6 nuts that are holding valve in place. Be gentile with them because they are probably stacked. Also if they are original one then are made out of brass and are very soft.

And here is bolt that is holding valve together. Unscrew him and you can take apart valve. Picture of dismantled valve you can see in my previous post.

I have hold mine in alcoholic vinegar over night before taking apart. Cleaned it with toothbrush and fine sand paper. Changed rubber ring inside him. Also before installation on matrix have made new paper gasket that goes between valve and matrix.

Would be very smart thing to do to clean heating matrix out of dirt since you have remove panel from car. SImple job and again very efective for heating.

And that should be enough for your car to give you warm cabin during winter time
 
Thanks. In the mean time I will disconnect the water hoses to matrix on the engine side and bypass the heater. Then I can remove the heater assembly and repair at my leisure. BTW congratulations on your excellent English

Thank you for observation for language!

Smart move to bypass heater. And then you have time to fix it until get cold.
But be careful not to left air in cooling system.
