Wheel repair

Hi all
I have a problem with a rim losing air from around the valve, I'm wondering is it possible to repair the wheel with a weld.

After a bit of lateral thinking - Saturdays are good for that - can you not just drill a new hole for the valve and plate over the old hole (on the outside)?
